Create unit costs from a CSV file

This endpoint works very similar to POST /cost and using the same field names.

In the headers, the same fields must be indicated as in that endpoint.

This endpoint does not modify or remove existing unitCost register. If you want to modify
an existing element, remove it first or use the PUT /cost endpoint.
